นอกจากเกษตรกรแล้วยังมีนายทุนที่เข้ามาในรูปของการให้เช่าที่นา
ขายยาปราบศัตรูพืช ซึ่งยังไม่รวมการซิกแซกอย่างอื่นๆ ทั้งการซื้อใบประทวน
การสวมสิทธิ ถือว่าการจำนำข้าวมีผู้อาศัยประโยชน์“สิ่งที่น่าเป็นห่วงมากกว่าคือ
การทำโครงการแล้วประสบภาวะขาดทุนมากขึ้นเรื่อยๆ
โดยตัวเลขจากคณะกรรมการปิดบัญชีโครงการจำนำพืชผลทางการเกษตรของกระทรวงการ
คลังได้สรุปตัวเลขทุก 3 เดือนพบว่า ล่าสุดข้าวนาปีที่รับจำนำเข้ามา 6.9
ล้านตัน หากประเมินต้นทุนทุกอย่างรัฐบาลขาดทุนถึง 4.5 หมื่นล้านบาท”
ม.ร.ว.ปรีดิยาธร กล่าวและว่า หากรวมกับข้าวนาปรังที่รับเข้ามาอีก 14.69
ล้านตัน รวมเป็นข้าวทั้งหมด 21.95 ล้านตัน จะเป็นเงินขาดทุนสูงถึง 1.4
