ด้านนายชูเกียรติ โอภาสวงศ์ นายกกิตติมศักดิ์ สมาคมผู้ส่งออกข้าวไทย
กล่าวว่า จากการที่ราคาข้าวไทยสูงขึ้น ทำให้ผู้ซื้อส่วนใหญ่
ซึ่งไม่ได้เป็นประเทศที่ร่ำรวยไม่สามารถยอมรับได้
ต้องหันไปซื้อข้าวจากเวียดนามและกัมพูชาแทน
และจากตัวเลขมูลค่าการส่งออกข้าวระหว่างไทยและเวียดนามพบว่าแคบลงเรื่อยๆ
คือในช่วง 9 เดือนที่ผ่านมา ไทยส่งออกข้าวคิดเป็นมูลค่าราว 3,400
ล้านดอลลาร์สหรัฐ ส่วนเวียดนามส่งออกได้ราว 2,600 ล้านดอลลาร์สหรัฐ
ห่างกันเพียงกว่า 800 ล้านดอลลาร์สหรัฐ ต่างกันราว 30%
ซึ่งแคบลงเมื่อเทียบกับช่วงเดียวกันของปีก่อนหน้าที่ห่างกันถึง 84 "หากรัฐบาลยังคงนโยบายจำนำต่อไป เชื่อว่าในอีก 1-2
ปีข้างหน้า ไทยจะเสียแชมป์ในด้านมูลค่าการส่งออกข้าวให้กับเวียดนามแน่นอน
จากปัจจุบันที่เสียแชมป์การเป็นผู้ส่งออกข้าวในด้านปริมาณไปแล้ว" สำหรับผลกระทบต่อผู้ส่งออก
ทำให้ขณะนี้ผู้ส่งออกรายกลางและเล็กอยู่ในภาวะลำบาก
และมีแนวโน้มปิดกิจการลง
ส่วนผู้ส่งออกรายใหญ่ที่พอมีศักยภาพได้หันไปลงทุนในประเทศเพื่อนบ้านแล้ว
เพราะมองดูในอนาคต ต้นทุนด้านข้าวของไทยแพงขึ้น
หากไม่มีโครงการจำนำต้นทุนก็แพงขึ้นอยู่ดี ดังนั้น
เมื่อต้องการจะอยู่รอดในวงการก็ต้องย้ายฐานไปประเทศเพื่อนบ้าน อย่างไรก็ดี
ปัญหาสำคัญสำหรับโครงการจำนำก็คือการระบาย
ซึ่งรัฐบาลถือว่าซื้อเก่งแต่ขายไม่เก่ง
และสิ่งที่เลวร้ายกว่าคือการระบายแบบลับๆ
